FEBRUARY 2024

In an effort to improve network security and to help ensure data integrity, the City of Birmingham (CoB) Information Management Systems department is implementing increased security measures by enforcing Multi Factor Authentication (MFA).

PROJECT CLIENT:
The City of Birmingham

CONSULTING ON BEHALF OF: iSeek Solutions

PROJECT ROLE:
Instructional Designer, Developer, and Consultant

PROJECT GOAL: CoB network security will improve by enforcing Multi-Factor Authentication (MFA) on all devices in which users access the CoB Network, across all 21 Departments.

Phase 1: Front-End Analysis

(Goal Analysis, Sub-skill Analysis, Entry-level Skills analysis, Learner Analysis, Performance Context Analysis)

After conducting several interviews with the Sr. Systems Programmer at the City of Birmingham (CoB) and assessing survey results from city employees, it was determined this project requires me to provide 4 major deliverables:

  1. MFA Documentation - Standard Use Cases

  2. MFA Training Videos - Standard Use Cases

  3. MFA Documentation - Special Use Cases

  4. MFA Training Videos - Special Uses Cases

Instructional design analysis principles were applied to the interviews and observations needed to conduct this front end analysis. This analysis was performed during virtual consultations, as well as during in-person trainings, and a survey was used to to discover viable instructional goals, the sub-skills needed to be learned to accomplish those goals, and their required entry-level behaviors.

In order to help guide a relevant instructional strategy and the development of engaging instructional materials, I also conducted learner and performance context analyses with our SME (due to a lack of access to the actual learners and equipment).

INSTRUCTIONAL GOAL
MFA AUTHENTICATION DOCUMENTATION & TRAINING VIDEOS - STANDARD USE CASES

At the end if this instruction, users will be able to:
  • (1) explain the importance of MFA;
  • (2) describe the Okta Verify app and how it benefits CoB network security;
  • (3) select and register their enrollment option(s) on their device in order to access the native Okta Tenant;
  • (4) verify their identify via MFA when attempting to access a Windows computer and/or the CoB network; and
  • (5) manage their chosen enrollment options from their device

Phase 2: Instructional ANalysis and Strategy

(Goal Analysis, Sub-skill Analysis, Entry-level Skills analysis, performance objectives, sample assessments, instructional sequence, practice/feedback)

Performance Objectives are written statements that function as the benchmark for learner mastery. They are the standard that instructional designers use to justify their design decisions, and they direct the evaluation of the instructional unit’s effectiveness. Performance objectives consist of: measurable criteria, conditions for performance, and the behavior/skill that is to be acquired.

Review the following gallery below for some samples of this project’s terminal and performance objectives, and their corresponding assessment examples:

Phase 3: Instructional Material selection and development

MFA Authentication Documentation - Standard Use Cases - MANUAL

The stakeholder constraints, front-end analysis, and instructional strategy concluded that documentation in the form of a manual was the best means of delivering instruction to master the skills associated with the instructional goal. The manual I wrote, designed, and developed contains cookbook-like instruction and practice exercises. View a sample of the Standard Use Case documentation that I developed below:
